The noteholders represent a large chunk of the debt. It is a good idea that they are represented by themselves in the administration.

If enough noteholders give you their support you should have a good chance.

ordinary shareholders are bystanders, but note holders have a chance to be a part of this process.

People on the committee will be privy to reports from the administrator that shareholders will not see. And they get to keep an eye on the governance of the administrators.
