I don't think it is BUY territory right now, but at $1, it most certainly was! A 7.6% divvy is really nice, and although FY17 may be even or slightly low EPS/DPS from then on you would expect stable returns as collection service revenue continues to increase and hopefully PDL purchase increases when CLH feel they can achieve the margin they want... As a holder - happy holding and ready to purchase more should the SP fall again.
