The loan will absolutely not cover the cost of the project. There is no offtake in place, hence the level of gearing will be significantly reduced - I cannot see how they will achieve more than 40% for any of the projects as they are all merchant/ i.e. no guaranteed revenues to lever. The rest will have to be funded by equity and quasi debt via Slipform.
