I think once the DFS gets the approval it should really get things moving, the wait for that is still a little risk I guess but I do agree that yes the wheels are very well in motion.
As far as accumulating goes I am in the same boat and don't have the spare change. I bought in quite some time ago and had half written them off, so it is time for them(the shares) to start working for us!!!
Hopefully we get the DFS approval in the next few weeks and then yes, far less risk and onwards and upwards!!!
