If only it was only a million USD we are talking about .

"Elk is liable for payments under the IMDAA" (Indian Mineral Development Act Agreement (IMDAA)) .

At best case this sounds like ongoing royalty payments to the Crow .

Could extend to commitments to putting as many Crow workers as possible on the payroll and using Crow service companies . Maybe even basic building medical clinics or funding schools .

At worst it sounds like delays on top .

Perhaps that is why Denbury got cold feet ?
