OBL obviously thought REY were capable of operating the permit. They signed the docs that said they would take over if they didn't get a farm in partner and are now trying to welch on the deal.
OBL are probably a touch unlucky in that BRU didn't finish their testing and POO was crashing while they were up against the farm out deadline (even though they've had YEARS to farm out) but that doesn't mean they get the welch on the agreement. We all knew REY was taking over if they didn't get it done and they didn't.. So now it's REY's turn. It's not as if REY would objectively be any worse than OBL in operating the permit and getting the resource to market judging by where the permit is at now.
