In his interview Cherian refers to the individual patient as the consumer.
I think he means that all the medical records, billings, etc of a patient should be available at any access point by doctors, hospitals and other service providers. This obviates the patient having to store, and carry around the various components of his various interactions with the system and any practitioner has instant access to the full picture.
