So basically, not everyone on the register took-up their rights, however of those who did, many would have applied for shortfall shares too, hence the scaleback to the shortfall offer. They just haven't worded it as though shortfall shares were given to anyone but CPS, however I was definitely allocated shortfall shares, though I was scaled back. I know others who were allocated shortfall too and scaled back to what they asked for.
