    I'll try to answer that:

    1. Maybe it's because they suck at marketing?
    2. Maybe they don't care about investing to expand/grow their business? Maybe they don't have funds to expand?
    3. Maybe their management sucks?
    4. Maybe they don't have the contacts and means of processing raw ore into a more valuable product?
