If you know, then you know they are typically collaborative. The competent person will ensure that the technical information is correct, the MD will word-smith it to how s/he wants it received by the market. The competent person will double check. Everyone agrees or disagrees. Signed and delivered. That would be fairly standard.
In this instance no self-respecting geo would want to be owning that first announcement.
