I believe they would scale it, in between the 2,982 shareholders, holders which hold a bigger amount would be entitled to a higher allocation if they applied for it.
Wouldn't be fair if a mom and dad holder with 10,000 shares gets allocated the same as a sophisticated holder with 500,000 shares.
