Agree - don't read into this anything more than it is; product testing is the bread and butter of many steel mill's R&D departments. We all saw how no binding even a binding MOU is with FMG.
While many of these politicized agreements get nowhere, this is, nonetheless, a progression towards the goal of production. Chinese mills tend to not enter into these agreements unless there is some chance of production. So, even though this is "ho hum" news it at least leans in the right direction.
Market sensitive? I guess for the naive it is.
