There is no "!" on this announcement. So let's not dream this up to be anything too significant until it proves to be.
The more collaboration between Iridium and WRR, the better prospect of WRR's product pipeline depth and longevity. Once these two issues (pipeline depth and longevity) is convincingly resolved in the market's eye, which probably takes another material product development deal delivered on budget, meanwhile the company keeps scaling up, another re-rating is warranted IMHO.
