Even Iran talks cannot sink the oil price!
Anyway, I doubt the U.S. Congress will lift sanctions on Iran. The framework falls short of removing Iran's military ambitions. The nuclear deal with Iran should include Iran not developing any long range missile system that could threaten peace on the Middle East. I don't think the U.S. public will trust the powers that be of Iran.
Also, verification has to take place before any gradual lifting of sanction. That makes it difficult for Iran to export additional oil till 2016. Iran oil will not be on the news headlines for awhile.
