My grouch feathers were just starting to settle after a lot of flapping around last year.
When there is not much else happening in reallity. Little matters of fine detail do matter to folks who have realistic expectations that dealings will be transacted with impecable precision; Even if government agencies may exercise their own discretionary leeway in how they get things through their system.
Does it really matter? Time will tell I guess.
