In economics/ economic history, if I learnt anything, if everyone was in a prisoner's dilemma or close to it, it was a recession or depression (1929-32) either locally (in case of "small countries") or globally (in case of large countries). You would expect the OPEC spell to be broken by now, strange that it has not.
