    Put yourself in the position of the person paying for the gas, the end user. You are not going to export any electricity if you can possibly help it as you are paying for something you get no benefit from.
    So if it was me, I'd either make sure I'm using everything produced, and turn the thing down as low as possible when I'm not using much electricity, therefore the 3rd party is not going to be getting a free lunch at my expense.

    So the number for the export tariff will be exceptionally low, to the point of not considering it. Why would the end user, who's paying for the gas export any at all??

    If those in charge of the program really have not thought through how the end user will use the device, they are being unrealistic.
    In the extreme case where the unit is on the 1.6kw/h production permanently as part of the contract, if I'm paying for the gas, I'll have the electric heater going all winter long and the Air con all summer, or get a beer fridge, but I wouldn't let the electricity go back into the system if I get nothing for it, but have to pay for it (the gas).

    Exported power is just a non event in such a set up, so the numbers don't work, unless of course the units are much cheaper than I mentioned, via some other scheme, but somehow I don't think you would qualify for both cheaper upfront cap costs and gross feed in tariffs.
