On the assumption that everything else is held up by DOE approval AND that DOE approval is held up by Philippines processing AND not some incomplete GGX application requirement.
...then there's not much to tell.
It would be nice to get a heads up from GGX just to confirm that this is the reason for zero activity, not some other catastrophic issue.
