If I was an administrator, I would ask the borrowers to repay any amount in one year and get rid of the same amount from the loan balance.
After this collection, administrators can try to sell the loan book at 50% discount.
If I bought the loan book at 38% of the balance, I will ask the borrowers to repay any amount in one year and get rid of 25% of the repaid amount from the balance.
