Because everything is up in the air, everything will transform on news one way or the other. If there's no quick farm in announcement/another (aborted) credit raising/etc I think that could spell the end. However if the approval goes through and a farm in announcement comes quickly AND they can sort out the issues they've been having getting oil out reliably you'd expect the price to jump substantially.
