Having a lot of shares on issue but getting large price increases while trading on low volumes is the very definition of poor liquidity. If all 1.1 billion shares suddenly got traded what do you think the price was be.
As for PDY's latest presentation - it looks more like rattling the tin for a dilutory share placement more than anything else. They list either (1) near-bankrupt listed companies; or (2) existing Chinese SOEs as potential investment partners - both are being smashed in the MidWest at the moment.
