Once a lead vaccine candidate is found, the scale and ramp up time frame for manufacture would need to be on unprecedented scale.

As a caution I would note that many survivors would also carry HIV and we are talking about regions where patients arrive at clinics that lack any from or medical supplies or indeed food, clean water or bedding. Most affected people see the clinics as places of death and don't want to go there.
But yes we need tens of millions of doses of a vaccine to break the momentum.
