ever since the 80's Governments have tended to take the attitude that if there is money to be made then private enterprise will be attracted and solve the problem - "let the market deal with it". They try wherever possible to avoid long term infrastructure projects which bring little if any voter credit.
Govt prefer to legislate, regulate and re-distribute (tax) hence the sale of Telecom, CBA, Qantas etc.
Going by todays business headlines it's going to be the big superfunds that will spend on infrastructure going forward!
