The issue is cash. Both need cash so wouldn't be able to help each other.
ORS needs cash to allow it to getting into full production (assuming the grade comes right).
CYL need cash to continue exploration.
Unfortunately not a good fit although I do get where you're coming from - a larger entity with greater prospects being more attractive for investors to tip more cash into. I am thinking that both companies requirements are a little too acute to allow the time required for courting/ agreement/ merging and then going to the market to raise funds.
