The Council may have won the battle but it has certainly lost the war. Services will now be in for a major shakeout.

The bottom line now is that in any business, your competitor may take action that directly increases your costs, with no recoverable benefit. It will put the fear of God in to any business thinking of expanding in to territory held by others.
