re: shortselling by brokers/dwecke it doesnt....all it is is the asx has a set portion of shares from the shares on issue that it will allow brokers to provide clients the oppurtunity to short the markes e.g. the cfd tthats where they are provided for and thats why they have margins so the market dont collapse. They are used for traders to get leverage in a down market the brokers are only financial market intermedieries to th etransactions between third parties they just make money from the transaction fees unlesws of course the brokers are involved themselves.
You will find that the asx has applied percentages to the total amount of shares in companies that are on issue to a limit that they believe wont manipulate the market or th eprice of the shares and a few other reasons.
