If you study the Achnacarry agreement negotiated early in the 20th Century by all the seven sisters, they agreed to swap petrol quotas between themselves, rather than all build their own refineries. This was a world-wide agreement
As far as I know this agreement is still current. There is no way that WA could support two or more oil refineries.
These days there is little customer loyalty re petrol. Prices vary so much. CML will only succeed if their petrol price is cheaper than everyone else, and a 2% or so shareholder's discount, if it is even offered, will not provide a great incentive.
BP are likely to come up with their own scheme to protect their sales.
