The sums of $10 million and $34 million are in connection with feasibility studies and mine construction which would likely not go ahead if post access is not granted just leaving the initial $8.3 million payment. Does sound like PMHL and Mindax are confident of securing some port space. Still another 5 weeks until final bids for the port upgrade need to be lodged and who knows how long after that before a decision is made.
