The claim is lodged now. It makes sense that they should pay for lost opportunity, no matter what anyone in the government says. This sort of thing is so damaging to an economy. The govt has acted in such a way as to effectively destroy investor confidence in the NT as a place to invest. Hopefully there will be some common sense prevailing and the NT govt will be encouraged to pay out a responsible damages claim quickly so as to 1- minimize the damage to the NT's reputation, and 2- send a clear message that if the NT govt make a decision for environmental or other reasons it will compensate those affected willingly, comprehensively and quickly. I expect that Adam Giles will intervene and get this matter dealt with asap now that the claim has been lodged and the damage to the NT has started to spread through the media reports, which will only increase now.
