David Utting from YIPA has a new article out about Esperance:

He has been pretty on the ball with developments and says that the preferred constructor announcement could be delayed as Esperance has said this will be announced by the third quarter but have also said by the end of the year. Mindax is consistently mentioned by David Utting as one of the front runners to secure port space amongst the YIPA members but delays aren't good for anyone.
