Probably right Barry, indeed likely that there is nothing more to it than that.
Rigzone has it 'Waiting on Loc', albeit that they have been saying that for some time.
As to reporting, Shell have only to meet their regulatory obligations, whatever they may be. Not sure whether 'no news is good news' applies or not?
Seems that we will hear about Win prior to Palta.
