All-time share price low, perhaps, but IVA has raised capital many times- as have most junior resources companies, to be fair- so it is market cap that is relevant, not share price. The capital raisings have pumped up the market cap and added cash (which is always discounted by the market), but still needs to improve performance on its copper mines, which is hard in this environment.
IVA is, as others have said, in a way better position than some other copper companies- NMG, SRQ, DML, as examples, who have massive debts. IVA can probably continue to operate Osborne without too much capex. It will have capex needs for Merlin if it goes forward. Then more capital raising, and lower share price again.
Nothing wrong with the name change. It is no longer associated with Ivanhoe, so a change is appropriate. At least the didn't decide on something pedestrian, like "Cloncurry Metals".
