They only need to take over larger holdings from institutions or management, accumulate sufficient holdings to negotiate with CCU directors and proceed with a compulsory take over. A little "negotiation" with directors and perhaps they will recommend the take over which will not be at a favorable price for shareholders - although the offer will be talked up.
On the other hand suppose the ball mill creates a surge in silver production - all bottlenecks are remedied - contrary to weaker price of gold silver price surges, industrial demand which is predicted (hopefully?) to soak up excess production of silver eventually (perhaps in 4-5 years hence) actually surges overnight and all the negative factors which are traditional mid year dissipate then if all these factors merge holders of CCU will do well.
