It's not a share, it's a tradeable right to purchase shares at 13 cents at a ration of 2:5 to your existing holding. It's a short dated option essentially.
However many CCURs you have is how many you are entitled to purchase at 13 cents. If you don't want to exercise your right, you can sell them to someone who will buy them. Say for example the current SP was 20 cents, you could feasibly sell your right for 6 to 7 cents. The buyer would then have the right to purchase shares at 13 cents, meaning he has effectively paid 19-20 cents for the new shares.
