H B has said in other forums that the conditions are to contain the musts and will do's.
BTU is not over the hill yet but it will be once it formalises its court submissions as a document it can be held to account over.
I have no doubt however F & B will continue to stifle and may end up in front of the bull dozers. A shame really because they would probably be an excellent pool of people from which some revegetation and snail specialists could be found. BTU will be employing some soon
