I expect that SC will prefer WHO registration and this should give them access to all malaria ridden countries. If it's a country by country approach then the medical authority in each country (similar to our TGA or the US FDA) will have to register artimist, I don't expect further trials will need to occur.

In 2010 the resistant strains were restricted to the Cambodia and Thailand border area - I'm not sure if it's expanded in area since then.
