I think the reason is because it is Wecker's parcel that will put them over the 40% threshold - and Wecker has not actually accepted yet. It seems he has only undertaken to accept.
So maybe thats the reason?
And according to Robert Frith, Wecker must accept, under the "truth in takeovers" rules.

It looks like with DLS now sitting there at 28.5c Buyer, that they are not yet being flooded with scrip!

Frankly, there's no need to rush, because s/h don't have to accept until just before the Offer closes. They then get to wait for a higher bid, and keep their options open?
