Its probably someone churning stock to make it look like there is a much bigger market than there is, this way they can entice others to trade thereby offloading or picking up more stock without moving the price. It hard to tell if they are trying to offload or pick up more if they trade like this.
ASX allows this to occur.
wouldn't bother contacting the ASX authorities might as well talk to the fairies at the bottom of the garden you are more likely to get a response.
