My approach would be to try to test the waters by placing a small order with a tight time frame for delivery... if Berlin fail to meet the time frame that could give a good reason to terminate the contract. I would also get a third party to test the sample to ensure that it met the vaccine parameters....However a lot is dependent on the terms of the Berlin contract and how tight it is....but of course we are not aware of the commercial in confidence stuff.

Just keep on applying the pressure.
