I believe the BCB technology is working and has huge potential, but probably not in Indonesia due to incalculable regulatory risks. However despite the plant in Tabang did meet expectations quality-wise it could not do so quantity-wise because Bayan hindered the plant vom being ramped up weeks before the very substantial modification works (especially on the dust-extraction system) would have been completed. Nevertheless I'm quite sure the plant would have worked and reached nameplate capacity if Bayan hadn't stopped coal supplies.

The coal fines business in SA - despite not fully making use of the BCB technology as the coal fines there are already of low moisture - is very promising. In contrast to the conventional upgrading business the raw material here involves zero costs as otherwise these coal fines which are an unwanted byproduct of every mine are waste that requires costly disposal. WEC can basicly convert waste into a briquet selling at the price of the underlying high rank coal. Assuming a FOB price of $110/t and cash costs for production and transport of $30-40/t there would be a huge margin.
From what I've heard the test runs in WEC's test plant in Cessnock have been very successful and the visiting South African delegation was impressed by the results. Actually there are vast quantities of coal fines burried throughout the world and so the potential in this field is huge.
But we need to wait and see what the commercial terms of those projects will be, especially how profit will be shared between WEC and their South African partners.
