Would be nice to hear something official from the company to its shareholders regarding this whole situation. Clearly there must be some information they can share re this decision ( obviously not all) that might make it more obvious what is going on, and why they have chosen this specific course of action.

Particularly since the mining license is now granted.

In the absence of information, the market will assume the worst, and the SP steadily drifts lower.
