For all we know Mr. Martin could resign for all sort of (personal or not) reasons. Medical, getting a divorce, or being arrested and charged by the police...
I'm not sure if I can link his resignation to the future of the steel project. Remember this: He might be a supporter of the project (who isn't?), But who is doing the running around in Gladstone? Not Mr Martin. That's not his role.
