Money or no money you can still can announce your intentions. The market today supports the theory that the announcement today is not the full .28 cents per share divy(if it was) then Exco should be at least .28 cents higher today in theory, the fact it isn't so is the market has factored in some risk here. It hates uncertainty.

I say hang on to your hats further things may be in play.
