Hi TD,
The big break out may not occur until after the announcement on road access which is two weeks away. The odds are certainly favourable that it will be granted for at least two reasons:
1)BLM has determined that the area lacks wilderness reducing chances of environmental concern.
2)There is strong local support for the project
on the verge of breakout, page-13
