A lot depends upon the split. Why bother with participating in the IFE CR if they are not willing to commit to their full potential and back themselves (or at least a significant commitment).
If half of the money goes to IFE CR then they do not have much left for the other three activities. Again IMO a significant undercall on the quantity required for their activities.
