Yes, it is dissapointing. The Chinese apparently had their own cash issues and were happy not to participate. So MPS will get some shares at a minimum. It would have seemed better to have anounced that the company directors were fully participating in the offer.
I think generally, as for many small companies, their communication to the market could be improved.
