the credit markets have changed substantially since those days and that's what handicaps the project - an issue of capex!!! see also the performance of sdl post crash
the fmg comment misses the point - it is the exception that proves the rule, not the rule in itself, fmg was an accident of global liquidity, even then they paid and still pay an arm and a leg to leucadia for the bond that helped the project get up, read up on it.
