Why assume it's a capper and not just a regular seller?
As much as you'd like to believe someone is capping the price at 18c or below would you actually continue to sell if you wanted to accumulate? It seems fairly counter productive to me.
With the SP doubling in a week, i'd say it's much more likely to be a genuine seller than an attempt at manipulation.
