Given that this is something to be voted on it is possible that a higher figure may be negotiated to get the vote over the line.

We are dealing with a 'relativity' here that is extremely hard for most traders to cope with. I dont mean the size of the potential resourc compared to the small market cap by the way. I refer to the percentage change in price that can occur when this situation exists.
The price percentage change is so great 'relative' to what is experienced most days of the year that selling out too early is a very real risk eg Paladin 1 cent to 20 cents is great, but not as great as 1 cent to $1.00 whch in turn is not as great as 1 cent to >$10.00. FMG another example.
Against this some spikes end early so one has to decide just where WTN lies on this totem pole scale.
