Additional "Placement" was previously planned at minimum 20cps.
I wouldn't rule out Chinesewispers suggestion that its the reason for the current TH. However I'm a bit surprised they didn't wait until after the revised memo and Grant Thornton report.

"IF" a placement was fully subscribed at 21c, I agree that would be a good sign.
